Mr. Lopes has infrastructure expertise and track record in both primary and secondary projects management; capacity to manage the process and negotiate large international infrastructure and transport tenders; investment structuring skills – can thoroughly analyse an investment from a risk and return standpoint and have the skills to structure and implement such investment in light of the strategy and return targets. Has been involved in more than €7,5 Bn infrastructure deals; expertise on management of regulated assets – experience in managing regulated assets is valuable and since the last two decades have shown a number and variety of situations where a contractual agreement has been challenged or had to be adequately interpreted or pragmatically restructured;+20 years of experience in public policy, infrastructure industries and business development, advising and lending to the top strategic players investing in Portugal.
Mr. Lopes was Head of Cabinet of the Secretary of State for Infrastructure, Transport and Communications of Portugal between 2011 and 2015. Participated in successful privatizations, mergers and public sector tenders in sectors like infrastructure, communications, utilities, and transports and several M&A operations and transport concession tenders: 66% TAP – Air Transport; 100% ANA – Airport Infrastructure €3.080 M; 100% CTT – Postal Communications for €909 M; 100% CP Carga – Freight Rail Transport; Full Merger between REFER (rail infrastructure) and EP (road infrastructure) to create Infraestruturas de Portugal; 4G Spectrum Auction – Communications (€372 M).
